About Organization

Bihar Industrial Area Development Authority (BIADA) की स्थापना Bihar Industrial Area Development Act, 1974 के तहत की गई थी। इसका मुख्य उद्देश्य बिहार राज्य में industrialization को बढ़ावा देना, industries के लिए बेहतर infrastructure उपलब्ध कराना, राज्य की industrial policy के प्रति जागरूकता बढ़ाना और industrial growth के लिए favorable environment तैयार करना है। BIADA बिहार सरकार के Industries Department के अंतर्गत कार्य करता है और राज्य में नए industrial investments को attract करने में महत्वपूर्ण भूमिका निभाता है।

BIADA Rules 1981 तथा BIADA (Financial, Service and Technical) Regulations 2007 को Government of Bihar की approval के बाद लागू किया गया ताकि authority के प्रशासनिक, तकनीकी और वित्तीय कार्यों को व्यवस्थित रूप से संचालित किया जा सके। समय-समय पर BIADA की administrative structure में बदलाव किए गए। वर्ष 2022 में restructuring के बाद Industrial Areas (IA), Industrial Estates (IE), Industrial Growth Centres (IGC) और Mega Industrial Parks (MIP) को North और South दो zones में divide करते हुए कुल 10 clusters बनाए गए।

वर्तमान समय में BIADA के अंतर्गत 94+ Industrial Areas, Industrial Estates, Growth Centres और Mega Industrial Parks संचालित किए जा रहे हैं। इसके अलावा 10 से अधिक नए industrial areas को भी BIADA में शामिल करने की प्रक्रिया चल रही है। Bihar Government ने नए industrial zones स्थापित करने का निर्णय लिया है ताकि राज्य में industries को बढ़ावा मिले और रोजगार के नए अवसर पैदा हो सकें।

BIADA बिहार के विभिन्न जिलों में industrial infrastructure development, land allotment, industrial promotion, investor support और industrial policy implementation का कार्य करता है। Authority का मुख्यालय Patna स्थित Udyog Bhawan में है और इसके अंतर्गत Begusarai, Darbhanga, Gaya, Hajipur, Muzaffarpur, Motipur, Patna, Bihta, Bhagalpur, Purnea एवं Saharsa जैसे कई बड़े clusters कार्यरत हैं।

Board of Directors

BIADA के Chairman श्री Kundan Kumar, IAS हैं जो Department of Industries, Government of Bihar के Secretary भी हैं। वे authority की policies और industrial development activities की निगरानी करते हैं। Managing Director के रूप में भी श्री Kundan Kumar, IAS कार्यरत हैं और BIADA के administrative एवं operational management की जिम्मेदारी संभालते हैं।

Board में विभिन्न departments एवं organizations के वरिष्ठ अधिकारी शामिल हैं जिनमें Industries Department के Director श्री Mukul Kumar Gupta, IAS, Internal Financial Advisor श्री Abhay Kumar, SBI Patna के Chief General Manager, HPCL Patna के General Manager तथा Bihar Industries Association के President शामिल हैं। यह board बिहार में industrial investment और infrastructure growth को मजबूत करने के लिए policy decisions लेता है।

Key Officers & Administration

BIADA में कई वरिष्ठ अधिकारी विभिन्न विभागों और projects को संभाल रहे हैं। Executive Director (Industrial Development) के रूप में श्री Chandra Shekhar Singh कार्यरत हैं जबकि श्री Shambhu Prasad Singh Executive Director (Operations & Coordination) के पद पर कार्य कर रहे हैं। इसके अलावा Project, Finance, IT, Legal, Media एवं Technical विभागों के लिए अलग-अलग Deputy General Managers नियुक्त किए गए हैं।

Authority के विभिन्न clusters में अलग-अलग DGM एवं Area Managers नियुक्त हैं जो local industrial areas की देखरेख करते हैं। Begusarai, Darbhanga, Gaya, Hajipur, Motipur, Patna, Bihta और Bhagalpur clusters के अंतर्गत कई Industrial Areas, Industrial Estates और Mega Industrial Parks संचालित किए जा रहे हैं।

Industrial Infrastructure & Development

BIADA बिहार में industrial ecosystem को मजबूत करने के लिए large scale industrial infrastructure विकसित कर रहा है। इसके अंतर्गत Industrial Area Patliputra, Industrial Area Fatuha, Mega Industrial Park Bihta, Industrial Growth Centre Gidha, EPIP Hajipur, Industrial Area Barauni, Industrial Area Muzaffarpur और कई अन्य महत्वपूर्ण industrial hubs शामिल हैं।

इन industrial areas में industries को land allotment, roads, electricity, water supply, drainage, warehouse facilities तथा business support services प्रदान की जाती हैं। BIADA का लक्ष्य बिहार को eastern India का प्रमुख industrial hub बनाना है।
